In a dystopian future, the city of Neo-Tokyo is on the brink of collapse. A rebellious teen named Kaneda discovers his friend Tetsuo has developed dangerous psychic powers after a mysterious accident. As Tetsuos abilities spiral out of control, Kaneda joins forces with a group of rebels to thwart a secret government project that threatens the citys very existence.
