In a dystopian future, the city of Neo-Tokyo is under government control. Teen biker Kaneda discovers his friend Tetsuo has gained dangerous psychic powers. As Tetsuos abilities grow, he becomes a threat to the city. Kaneda, along with a group of rebels, must stop Tetsuo before he unleashes a catastrophic force that could destroy everything.
